Florida Rep. Matt Gaetz Introduces ‘HARRIS Act’ to Eliminate Tax Breaks for Non-Profits Aiding Illegal Immigration

Congressman Matt Gaetz (FL-01) introduced the “Helping Americans by Restricting Resources to Immigrant Services Act” (HARRIS Act) this week.

If enacted, this legislation would remove tax-exempt status from non-governmental organizations (NGOs), nonprofits, and other groups that allocate substantial resources to supplying goods and services to undocumented immigrants.

The bill is co-sponsored by Representatives Randy Weber (TX-14), Lauren Boebert (CO-03), and Andy Biggs (AZ-05).

Earlier this month, Rep. Gaetz introduced the “Blocking Assistance and Resources to Restrict Illegal Entry and Residency (BARRIER) Act,” which aims to eliminate federal funding for organizations that assist migrants in entering or remaining in the U.S. unlawfully.

Together, these bills seek to disrupt public-private partnerships that, according to Gaetz, have contributed to the unauthorized entry of millions across the southern border.

“NGOs and non-profits that enable the Biden-Harris administration’s mass-migration policies – by focusing primarily on providing assistance to those who have broken federal immigration law – should not be receiving tax breaks. My legislation, the HARRIS Act, will strip tax-exempt status from organizations aiding and abetting the U.S. border invasion. If non-profits want special treatment under our tax code, they should focus on doing genuine charity for genuine Americans, not illegal aliens,” said Gaetz.

The HARRIS Act would modify the Internal Revenue Code to remove tax-exempt status for entities that allocate significant resources to non-U.S. citizens or nationals, effective upon enactment.

The bill has been referred to the relevant House committee for review.
