The Biden-Harris Department of Homeland Security allocated over $800,000 to an organization dedicated to naturalizing non-citizen immigrants in the United States and mobilizing them as voters to potentially “influence” national election outcomes.
This organization, the National Partnership for New Americans (NPNA), highlighted in a recent Daily Wire report, focuses on naturalizing non-citizens and rallying them to vote. In 2020, NPNA emphasized that “new American voters form critical voting blocs capable of swaying national election results.”
In 2022, the Biden-Harris DHS awarded NPNA $880,662—of which $740,965 has been disbursed—to advance the organization’s “southern region citizenship initiative.” This funding was aimed at supporting efforts in Alabama, Louisiana, and North Carolina, a key swing state. NPNA also receives funding from George Soros’ Open Society Foundation.
NPNA has pursued naturalization efforts with clear political goals, even tracking demographic data in swing states influential in presidential elections, and launched a 2020 “new American voters” campaign, calling immigrant voters a “sleeping political giant.”

The grant has amplified concerns from prominent conservatives like Elon Musk and Senator Ted Cruz, who argue that the Democratic Party may be leveraging mass immigration to solidify political power. Cruz suggested that Harris backs mass immigration to shift America “dramatically to the Left,” enabling Democrats to “win every election indefinitely,” while Musk cautioned that illegal immigration can inflate population counts, resulting in more Congressional seats and electoral votes for Democrats.
New data suggests that voting by illegal aliens and other non-citizens could potentially influence the presidential election outcome. Research from the Center for Immigration Studies indicates that, based on candidate preference, as few as 4.5 percent of voting-age illegal aliens and non-citizens voting in Georgia could surpass the state’s 2020 margin of victory. In Arizona, only 5.1 percent would be required.
NPNA collaborates with several partner organizations, including the Coalition for Humane Immigrant Rights (CHIRLA), also a recipient of funding from the Biden-Harris administration’s DHS. According to The Daily Wire, CHIRLA seeks to “dismantle the U.S. immigration enforcement system” and educates illegal immigrants on “how to protect themselves against Immigration and Customs Enforcement” while working to prevent deportations.
